Through Residential Services, Adult Training Centers, and Supported Employment, 21 Plus empowers individuals over the age of 21 to live meaningful, self‑directed lives. ABOUT THE OPPORTUNITY

 

21 Plus is seeking a Director of Finance to serve as a key member of the Administrative leadership team. This role ensures the financial health, integrity, and sustainability of the organization by overseeing all financial operations, guiding strategic financial planning, and maintaining compliance with Medicaid, DDD, and all applicable regulatory requirements.

The Director of Finance partners closely with the Executive Director, Board Finance Committee, and program leadership to support informed decision‑making, strengthen internal controls, and steward resources in alignment with the mission.

POSITION RESPONSIBILITIES

Financial Leadership & Strategy

Lead financial planning, forecasting, modeling, and analysis to support organizational strategy and long‑term sustainability.

  • Advise the Executive Director and Board Finance Committee on financial trends, risks, and opportunities.
  • Develop and maintain financial policies, internal controls, and procedures that ensure accuracy, transparency, and compliance.
  • Oversee cash flow management, banking relationships, and credit line renewals.

Budgeting & Reporting

  • Develop annual operating budgets for all programs and administrative functions.
  • Monitor budget performance, analyze variances, and provide timely reporting to leadership and the Board.
  • Prepare financial reports, dashboards, and presentations for internal and external stakeholders.

Regulatory Compliance & Audit Readiness

  • Ensure full compliance with Medicaid Community Care Waiver (CCW) and Supports Program fee‑for‑service (FFS) requirements.
  • Maintain audit‑ready documentation and lead the annual audit process.
  • Serve as the primary finance liaison during licensing reviews, audits, and regulatory inquiries.

Accounting Operations Oversight

  • Oversee general ledger management, accounts payable, accounts receivable, payroll, and financial reconciliations.
  • Supervise finance staff to ensure timely and accurate processing of all financial transactions.
  • Ensure quarterly review and reconciliation of client Personal Needs Allowance (PNA) accounts in accordance with residential policies.

Program & Grant Support

  • Prepare budgets for new program proposals, expansions, and grant applications.
  • Support fundraising activities through accurate financial reporting and coordination with development staff.

Specialized Trust Management

  • Oversee all financial aspects of the Arlington Heritage Pooled Trust Account, including deposits, withdrawals, monthly reconciliations, and communication with trust administrators.

Cross‑Functional Collaboration

  • Partner with program leadership to ensure financial decisions support service quality and operational effectiveness.
  • Coordinate financial components of expansion projects, working with DDD personnel, contractors, families, and vendors.

PROFESSIONAL QUALIFICATIONS

Education and Experience

  • Bachelor’s degree in Accounting, Finance, Business Administration, or a related field.
  • Minimum 3–5 years of experience in general ledger management, accounts payable/receivable, payroll oversight, and budget development.
  • Nonprofit finance experience required; experience in human services or Medicaid‑funded environments strongly preferred.
  • At least one year of nonprofit supervisory experience.

Technical Skills

  • Proficiency in MS Office, including advanced Excel.
  • Experience with Sage 50 (formerly Peachtree) preferred.
  • Experience with ADP payroll systems preferred.
  • Ability to learn new and existing software as needed.

Professional Skills

  • Strong analytical, organizational, and problem‑solving abilities.
  • Excellent verbal and written communication skills.
  • Ability to manage multiple priorities in a fast‑paced, mission‑driven environment.
  • Valid New Jersey driver’s license required.

AGENCY TRAINING REQUIREMENT

As part of 21 Plus’s commitment to person‑centered services, all employees—including administrative staff—complete the Division of Developmental Disabilities’ Initial Employment Training (IET) within the first 30 days of employment. This hands‑on training ensures every team member understands the regulatory environment and the needs of individuals served. Completion may require occasional work outside regular hours.

COMPENSATION

This is a full‑time, exempt, onsite position based at the 21 Plus administrative office:

Starting Salary Range: $96,000–$106,000, commensurate with experience.

Program Administrator – Ocean County

JOB SUMMARY: Assumes responsibility for the overall operation and quality of the group home program; responsible for providing care, supervision, training, and opportunities for growth to individuals at the group home; supervises, trains and assists group home staff. Works cooperatively with Senior Program Administrator to uphold agency mission, policy and licensing regulations.

SALARY RANGE:  $26.58 – $27.30/hour

REQUIREMENTS: High School Diploma or equivalent (Bachelor’s Degree in Human Services or related field preferred). Must be 18 years old, have a valid NJ driver’s license with an acceptable record of safe driving. Minimum of 1 year supervisory experience. Minimum of 4 years’ experience in Human Services field, with at least 2 years in a group home setting.

Driver – Part Time (18-20 hours) Ocean County

JOB SUMMARY: Provide safe and consistent transportation to and from programs for individuals with developmental disabilities. Ensure that all clients are brought to the center and taken on any trips/to appointments as needed. Ensures the van is services and maintained as needed.

SALARY RANGE:  $21.01 – $21.51/hour

REQUIREMENTS: High School Diploma or equivalent. Must be 18 years of age or older and possess a valid NJ driver’s license with an acceptable record of safe driving.

Instructor – Ocean County

JOB SUMMARY:  Shares responsibility for and assists the Vocational Program Administrator with the overall operation and quality of the adult training center. Provides supervision and training to individuals with developmental disabilities to become contributing members of their community while maintaining quality programs by working cooperatively with peers and community, performing assigned duties and communicating critical participant information.

SALARY RANGE:  $21.01 -$21.51/hour

REQUIREMENTS:  No experience necessary. We will provide all training if you meet the minimum requirements of the position. High School Diploma or equivalent. Must be 18 years of age or older and possess a valid NJ driver’s license with an acceptable record of safe driving. Must be reliable and compassionate and have good communication and interpersonal skills. Previous experience a plus.

Assistant Program Administrator – Ocean County

JOB SUMMARY:  Shares responsibility for and assists the Program Administrator with the overall operation and quality of the group home/ATC program; responsible for providing care, supervision, training, and opportunities for growth to individuals served at the group home; supervises, trains and assists other group home/ATC staff in the absence of the Program Administrator; works cooperatively with Program Administrator to uphold agency and licensing regulations.

SALARY RANGE:  $22.05 – $23.27/hour

REQUIREMENTS: High School Diploma or equivalent. Must be 18 years of age or older and possess a valid NJ driver’s license with an acceptable record of safe driving; Minimum of 1 year employment in the field of Human Services; must have ability to interact appropriately and effectively with persons with developmental disabilities; provide direct program services to them; determine the needs and abilities of persons served; solve problems systematically; and communicate using resourcefulness and tact. Requires exemplary work record. Basic computer competency needed.  Must be able to complete and obtain certification in Crisis Management Techniques.

Direct Support – Ocean and Camden County

JOB SUMMARY: NO EXPERIENCE NECESSARY. We will provide all training needed for work if you meet the minimum requirements for the position. Responsibilities include providing direct support and supervision for individuals with developmental disabilities.

SALARY RANGE:  $21.01 – $21.51/hour
